Federal and state funded public works projects require the use of Qualifications Based Selections (QBS) for professional architecture and engineering services.  Leaders from the American Institute of Architects-Kentucky and the Kentucky Society of Professional Engineers, and a panel of QBS users will explain the benefits and processes of utilizing QBS.  Besides being required by state and federal funding agencies, QBS brings the creativity and long-term cost saving focus that benefit projects and the public.  The panel has extensive experience utilizing QBS and will share the real-world value and start-up efforts needed to assure that the QBS process has been met and that funding for your project is secure.  The panel represents agencies which use and administer this process and contractors that see the benefits.

Meet the Panel Members

Janet Pike

Janet has been Executive Vice President of AIA Kentucky, the state chapter of The American Institute of Architects, since 1988.  She has been a member of both the AIA National Board of Directors and the AIA National Executive Committee, as well as President of the association of her executive peers across the country.  She has served on or led many national AIA committees and task forces related to AIA programs and operations, and was named an Honorary Member of AIA in 1999 and received the Executive of the Year Award in 2003.  Janet holds a B.A. in English from the University of Kentucky and has lived in Lexington since leaving Hardin County to attend UK in 1975.

Russ Romine

Russ serves as the Executive Director for the Kentucky Engineering Center in Frankfort.  The Engineering Center is home to the Kentucky Society of Professional Engineers, the American Council of Engineering Companies of Kentucky, and the Kentucky Engineering Foundation.  Russ began his tenure with the Kentucky Engineering Center after a career in public service.  Prior to his retirement, he served as Deputy Secretary for the Kentucky Transportation Cabinet and as the cabinet’s Chief Financial Officer.

Mark Willis, P.E.

Mark joined Stantec in 2009 as a Principal and in the Lexington, Kentucky office.  Prior to this he was with Burgess & Niple rising from Project Manager to office leader and shareholder.  He has over 30 years of professional experience and is an accomplished leader within the engineering and business communities of the commonwealth.  Mark is currently the Chair for the Joint KSPE/ACEC-KY QBS Committee and an active member of the Northern Kentucky Chamber and its Environment and Infrastructure Committee.  He is also active in the Louisville and Lexington Chambers of Commerce (CLX).  He is currently supporting the UK College of Engineering with its Senior Civil Engineering Design class (CE429).

Prior notable leadership accomplishments include:

  • Past President of the University of Kentucky Engineering Alumni Association
  • Past President, Membership Chair, Kentucky’s National Director, and numerous other positions for ACEC-KY
  • Past chair of the Board for Kentuckians for Better Transportation
  • Currently serves as KBT Board member
  • Graduate of the Leadership Lexington class (1994)
  • Beacon Leadership Discovery graduate (2000)
  • Task Leader for a $675,000,000 flood protection construction project for New Orleans.

Mark is a 1983 graduate of the University of Kentucky with a BS in Civil Engineering.

Marilyn Lewis – Panelist

Steve Emly, P.E. – Panelist

Steve is a Senior Project Manager for the engineering firm, Qk4, in Louisville.  Prior to joining Qk4, Steve had a long and successful career with Louisville MSD.  Prior to his retirement in 2015, Steve served in various roles at MSD including Engineering Design Manager, Interim Chief Engineer, and – at the time of his retirement – MSD Chief Engineer.  Steve earned his Bachelor’s Degree from the University of Louisville Speed School of Engineering and is a licensed P.E. in Kentucky and Indiana.  He resides in Louisville with his wife, and has two daughters currently enrolled at the University of Kentucky.

Eric Dawalt, P.E. – Panelist

Eric is the President of Ridgewater, LLC.  He serves as the project manager for the EcoGro/Ridgewater team, which designs and builds solutions to solve challenging stream and stormwater problems.  He is a professional engineer with over 18 years of experience in the design, construction, monitoring, and research of stream restoration, stormwater, and a site/civil projects.  He worked for and trained under Mr. David Rosgen, one of the leading experts in the field of stream restoration.  Eric holds Bachelor’s of Science and Master’s of Engineering Degrees from the University of Kentucky.  He lives in Lexington, Kentucky with his wife and three teenage sons.
